English Language Training for Newcomers

Permanent Residents of Canada, currently residing in PEI, are entitled to attend an adult education program designed to provide Basic English language training to newcomers. The purpose of the program is to develop communication skills through reading, speaking, listening and writing.

In Prince Edward Island, language training is free for Permanent Residents, being funded both by the Federal (LINC - Language Instruction for Newcomers to Canada) and the Provincial Government, although the demand is currently greater than the number of seats available, and all eligible individuals are placed on a waiting list.

How to Enroll?

Before enrolling in the program, all candidates must undergo the Canadian Language Benchmarks Placement Test (CLBPT), provided at the PEI ANC office. Based on results of the CLBPT, students are placed on a waiting list by level of English to attend classes at their preferred school, either Holland College or Study Abroad Canada. While on the waiting list, clients can attend language training at either Holland College or Study Abroad Canada under each school's Fee-Payer Program.
